Summary from Centre Gives event in early May: $950.00 donations received for Centre CART

Old business a.      Follow-up from April 6th state wide SART training – we had good feedback b.     Follow-up from May 2nd & 3rd Task Force Symposium (Gordon Graham keynote speaker) -Jen Johnson noted that it was a good symposium c.      Follow-up from LART classes – classes were good d.     My meeting with Kerry Benninghoff – Mr. Benninghoff requested a meeting with Centre CART Coordinator to become more familiar about PA SART/CART. He supports our cause. e.      New display board – will be decorated after PA SART rebranding materials are ready f.      Any other trainings/meetings – None reported

Updates on changes within PA SART a.      Rebranding: new look, new logo, new website (.org), new slogan with a public facing website that is more focused on telling our story to volunteers and donors, all materials will be rebranded as well b.     New technology: PA SART is in the final stages of getting access to Office 365 which will have a county email address for each coordinator to use. It will also provide online document sharing so we will have a document of equipment needs by county that we can update as we need things. It will also offer videoconferencing c.      Facebook group for coordinators to share ideas d.     Volunteer onboarding: there will be an automatic response which will go to new volunteers that sign up and will include links to the training requirements, our relevant policies, and the video for SART Orientation e.      Coordinator’s packet: this will update and standardize the policies and procedures and compile them as one document that’s easy to download, same with our commonly used forms, also provide a template introductory letter to explain what a CART is, template for “who to call” that can be modified to include the local shelter, humane officer, etc, and a template media release form f.      Secure Site for Coordinators: new pages listing all the training opportunities that are coming up, one with a calendar listing all the trainings, list of statewide resources, and a photo bank g.     Monthly contact from PA SART to Coordinators: monthly update on what they are doing, upcoming events and trainings, board meetings, call in information for board meetings if coordinators want to listen in h.     Fund raising goal of $250,000.00 this year (Ed Kraus) to fund training, equipment, and operations – contact Ed with potential donors i.       PA SART will get a new name PART (Pennsylvania Animal Response Team) j.       Eventually Coordinators and volunteers will be able to obtain apparel through the new website – Jen Johnson will work on this for our team

Summer Activities – need volunteers to assist with the displays at: a.      Saturday, August 10th – CART display for Miles Township Open House b.     August 13-15 Ag Progress Days c.      August 16-24 Grange Fair   Trailer inspections – they are all overdue; Jeff Wharran, EMA, plans to take care of this   Training ideas for fall: tabletop exercises, practicing with equipment – what do we want to do?   New equipment- Pet Oxygen masks (ordering new canisters) – we received our pet oxygen masks from Invisible Fence Company. We have 3 different sizes and they will be kept in the small CART trailer. Jen will approach PA SART about getting new canisters.   Help with putting together small animal emergency packets -taking project on – can anyone help with this project?

Latest News: Recent flooding in Elk County

On May 21st, Elk County had record flooding, with the Borough of Ridgway being hit the hardest.  The numbers county wide were over 100 people evacuated, with 10 boat rescues with the help of Clearfield’s Swift Water Team.

Red Cross set up a shelter here in town, but CART was not needed.  However, the Volunteer Fire Dept. took a major loss with their carnival grounds being hit extremely hard.  The Carnival is a staple here Ridgeway and raises thousands of dollars for the fire dept.  They lost a lot of equipment.  Elk CART assisted in the clean up at the Fire Department. In the past, both groups have worked together in performing a horse rescue. Below are several photos from the clean-up.

 

Elk/McKean CART was deployed on January 9, 2014 to assist local fire department personnel in a horse rescue. The rescue was successful and the horse is doing fine. Photos are shown below.

Meeting Information:

The Erie County Animal Response Team is an active organization which welcomes new Team volunteers as well as Resource Volunteers.

Team volunteers may participate in many different areas that cover the entire spectrum from answering telephones during an activation to participating in incident response or shelter operations. There is a place for everyone! No special skills are required and we will train you for the area which you have an interest in.

Resource Volunteers are people who have special skills or training and who would be willing to assist us but who do not wish to become full Team members. This would include not only people such as veterinarians and exotic animal handlers, but also people more hands on skills such as carpentry, construction, health care experience, etc…..Resource Volunteers may also be people who have equipment and / or space they would be willing to offer, such as heavy equipment operators or farm owners with empty stables that could provide for the emergency sheltering of horses or other companion or production livestock. The training required for a Resource Volunteer is minimal, so if you have something to offer please contact Shar Emig.

News:

The Monroe County CART has been assisting residents displaced by Hurricane Sandy. The team is operating an animal shelter at East Stroudsburg University, the site of the Commonwealth of Pennsylvania’s High Capacity Shelter established by Governor Corbett. The human shelter is being managed by the state Department of Public Welfare with assistance from the American Red Cross. Monroe CARTis being assisted by Wayne/Pike and Schuylkill CARTS and a volunteer from The International Fund for Animal Welfare(IFAW).

Orientation no orientation. ?      

  Welcome/Housekeeping /Introductions Susan Levy welcomed everyone and  Beth Ickes, Bob Katkowski, Martin Hurl, Jason Emerick, Brenda Robertson, Larry Heminger, Brianna Welch, Shar McCoy ?       

Emergency Response ?        9/3/19 Loose Horse on Huckleberry Highway-horse regularly gets out of unrepaired fence.   The horse was located on its home property eating grass. Bob, Sherry and Susan responded ?       

Scheduled Training/ Programs/ Events ?        9/21/19 Camp Conestoga First Responder Program 12-5  Over 100 boys scouts rotated through several stations of different first responder agencies. ?        9/23/2019 Ag-Subcommittee Meeting—Susan requested purchase of larger Becker sling and head gear and new quick release bar for current Becker sling. ?        9/28/2019 Wellness in the Park, Berlin 9-2 Susan will do a presentation at 11:30. Shannon is helping ?        10/10/2019 Emergency Planning Meeting, Pittsburgh Zoo – Susan going ?        ?10/17/19 or 10/24/2019 Pet First Aid & CPR for public in Meyersdale ?        ?11/4 or 11/11 Technical Decontamination of Animals in Disasters ?        11/7/19 Hazmat Awareness 6-10 pm @ Airport ?        11/13/2019 Pet First Aid at SCI-LH ?        11/21/2019 Small Animal Handling & Restraint @ Somerset Vet Hosp ?        ?12/21/2019 Christmas Party: will discuss more as it approaches. ?        not scheduled – Water Rescue Test – Susan will contact Scott again ?       

Program/ Events/ Training ?        Pet O2 Masks-Ambulances asked about having a set for each vehicle.  Enough money has been donated to give each a set. Shar suggested we use extra donations to supply QRS units. We will do as many as possible. ?        Susan distributed a completed Membership Requirement form for each person. She asked that members try to find missing certificates and get them to her. ?       

Supplies & Equipment ?        New Go Bag & Manual Policy – New members will receive the Membership Guide only once they complete their required paperwork. They will receive an Operations Manual and Go Bag once they complete Level 1 requirements and attend 3 meetings/events/trainings. Members will receive a Walkie Talkie once they complete Level 2 (Small or Large Responder) ?        Go Bags— The Health department gave up equipment that they no longer need.  Susan divided it amongst the members. It included stethoscopes, two-way radios, thermometers, gloves, and flashlight.  Shar said a Radio Policy should be created. The remaining supplies will go to the EMA and other agencies/organizations.  Susan created a form that lists most items for the Go Bags and had everyone check that they had the items and then sign the form. These items must be returned when the CART member leaves the team. ?        Quick Response Kits— Susan suggested using some of the foot lockers from the Health Dept to store supplies in the trailer. She subsequently found that they do not fit. She also asked what everyone thought about packing supplies and equipment in backpacks instead of having everything in plastic totes. These backpacks would be “Quick Response Kits” and would contain items based on their purpose. For instance, there would be one with all of the items needed when using the rescue glide. Everyone thought that they would work well. Susan will work on them. ?       

Emergency Operations Plan ?        Resource Lists- Susan asked how to make the Resource Lists available on the cloud.  Everyone suggested Google Docs. ?        Finances ?        Finances are in good shape.  ?        Other Business ?        Brenda asked about getting shirts or jackets.  Susan will send out the Land’s End information.

Next Meeting To Be Announced – there will be no meeting in October.

Saving Danny

Danny didn’t have much time. The water was rising on the sinkhole he had fallen into and if he did not get out, he would drown. As the water rushed in, he struggled to climb out, but the crumbling walls would not allow him to escape. If someone could not get Danny out, he could die.

Danny was a horse. You can’t just throw a rope to a two thousand-pound horse and tell him to hang on.

Melissa Dyer, one of Danny’s owners, was panicked. How on earth could they get her beloved horse to safety? Who do you call? The police? The fire department?

The Avella Fire Department did respond, and pumped water out of the hole, giving Danny precious time. The Fire Department knew who to turn to to rescue a large animal: the Washington County Animal Response Team (WaCART). By the time they arrived on the scene, Danny had been in the hole nearly twenty-four hours.

Located within the North Strabane Fire Department, this local division of a state-wide first responder organization, Pennsylvania State Animal Response team (PaSART), provides equipment, supplies, planning, and training to animal response teams to respond to an emergency or an act of terrorism.

“In emergency situations, we focus on the animals, so other first responders can focus on their jobs,” said Ed Childers, coordinator for WaCART.

They came up with a plan. Excavate a larger hole, and create a path into the trench.

Danny’s owners, the Dryer family, had the equipment to do the excavation.

“We made a road to pull the horse out,” Childers explained.

Danny was pulled out by a 4:1 rope system set up onto the rescue glide. They were able to pull until the horse was out of the trench. Excavating equipment served as the anchor for the pull system, and was used to continue pulling the horse on the rescue glide once he was clear of the trench.

“It took us about four hours to get the horse out,” Childers said.

Responders from WaCART, the Avella Fire Department, Washington County Department of Public Safety, and other first responder organizations assisted with the horse’s rescue, as well as a volunteer veterinarian.

Melissa Dryer said she was impressed with the team’s performance.

“The drive and dedication of the WaCART team was what led to this successful operation,” Dryer said. “It truly was impressive

Washington CART and the Large Animal Rescue Training Class Receives Recgnition

WASHINGTON CART AND THE LARGE ANIMAL RESCUE TRAINING CLASSES OFFERED BY ED CHILDERS AND PAUL WILLIAMS WERE RECOGNIZED IN THE LARGE ANIMAL RESCUE NEWSLETTER. BELOW ARE SOME PHOTOS AND NARRATIVE THAT WAS RECENTLY DISTRIBUTED NATIONALLY.
ED CHILDERS HAS BEEN OFFERING LAR TRAINING SESSIONS IN NORTH STRABANE, PA. FOR SEVERAL YEARS.  HE’S INVITED ME TO AUDIT BUT UNTIL THIS LAST CLASS IT’S NEVER BEEN CONVENIENT FOR ME TO GET THERE.  I’M SO GLAD I WENT!  HE PUTS ON A GREAT CLASS, WITH NEW AND DIFFERENT INFORMATION.  I LEARNED A LOT AND MET SOME REALLY NICE PEOPLE!  ONE THING I HADN’T GIVEN MUCH THOUGHT TO WAS PUTTING OUT FLARES TO MARK A DISABLED VEHICLE OR ACCIDENT.  I CARRY THEM, AS DO MOST PEOPLE, BUT I HADN’T REALLY THOUGHT THAT YOU CAN PIGGYBACK TWO FLARES SO THAT AS ONE BURNS DOWN THE NEXT ONE WILL CATCH.  ED, AND TEACHING PARTNER, PAUL WILLIAMS, ARE ENTERTAINING AS WELL AS INFORMATIVE.  THEY COMBINE YEARS OF FIREFIGHTING AND HORSE EXPERIENCE AND THEY’VE BEEN INVOLVED IN 21 RESCUES THIS YEAR ALONE.  ALSO HELPING OUT WERE MEMBERS OF THE WASHINGTON COUNTY SART (THE “BLUE SHIRTS”).  WHEN THEY STARTED IN 2009 THEY HAD TWO MEMBERS.  NOW THEY HAVE 72!  ED AND PAUL GAVE OUT 50 FOOT LENGTHS OF YELLOW CAUTION TAPE FOR ATTENDEES TO PUT IN THEIR “GO BAGS” AND OFFERED ”HORSE CATCHING KITS” FOR SALE.  THE WHOLE CREW WAS MOST HOSPITABLE AND MADE ME FEEL VERY WELCOME.  THANKS, EVERYONE.  IF YOU EVER HAVE A CHANCE TO ATTEND THIS CLASS, DO SO!

Westmoreland CART wins local award.

In Community Magazines has selected the Westmoreland County Animal Response Team as Large Non-Profit of  the Year for IN Greensburg-Salem Magazine. The team will be recognized for its outstanding volunteer efforts at the inaugural In Community Magazines Community Awards for Service Excellence (CASE) on Friday, May 10 in the West Club Lounge at Heinz Field.
